Innovations and Benefits

ENEA deploys a complete Modelling System, MINNI, with an Atmospheric component simulating the behaviour of the main pollutants regulated by Italian Law 155/2010 on air quality management (ozone, nitrogen dioxide, sulfur dioxide, particulate matter PM10 and PM2.5), of polycyclic aromatic hydrocarbons (PAHs), heavy metals, dioxins and furans, and an Integrated Assessment component processing and evaluating future and alternative emission scenarios (GAINS_Italy).
Based on air quality results as simulated by MINNI, subsequent impacts can be assessed on: citizens’ health, vegetation, agricultural production, monuments, at national, regional and local scale on a given area. The system can provide highly-detailed information also in orographically complex areas, evaluation of impacts of long-term and transitory phenomena, assessment of emissions scenarios deriving from specific policies / measures.

Use

Impact assessment on air quality of industrial sources or transport infrastructures, health damage assessments related to large industrial settlements, support to work projects applicants for EIA and IPPC studies. Evaluation of optimized scenarios, in terms of costs and effectiveness, of measures contrasting air pollution emergencies and long-term structural interventions.

Applications and ongoing Activities

MINNI Project (www.minni.org) funded by the Italian Ministry of Environment, official Italian representation at the European Commission for the revision of the National Emission Ceilings directive and within the EMEP Task Forces TFMM and TFIAM (UNECE CLRTAP Convention) and the Forum for AIR quality MODelling in Europe (FAIRMODE). Collaboration Agreement "Special Networks" with the Ministry of Environment, CNR and ISS research institutes. Dispersion modelling and health risk assessment for large point sources (ENEL Produzione; ILVA); EU LIFE+ MEDHISS project and VIIAS project (Ministry of Health) for the assessment of mortality and morbidity from atmospheric pollution on the national territory, Integrated Monitoring Plan "Campania Trasparente" for pollution mapping and enhancement of food production in Campania.
