A new public service for efficient use of energy and environment's funds

ENEA has set up an ad-hoc service to support regional and local administrations concerned with an optimal use of European and national resources in the sectors of energy and the environment. The initiative envisages direct communication with the PA through operational tools, starting with an help desk, active from Monday through Friday (9.00 am -1.00 pm), which local administrations can contact by phone (+39 06 36 27 28 45) and by email (es-pa.project@enea.it), for administrative queries and technical indications on sustainabilty, efficiency and energy planning. The portal spa.enea.it is also available with information and in-depth analysis and a section on communications and exchange of experiences among regions on the activities and the results obtained.

The service, free-of-charge, is part of the project “Energy and Sustainability for the Public Administration” (ES-PA) of ENEA, funded by the National Governance and Institutional Capacity Operative Programme (2014-2020), managed by the Agency for Territorial Cohesion with a 9.6 million euro budget for the next five years. The initiative aims at strenghtening technical skills of Regions and Local Bodies in the energy and environmental sectors.

“Very often local administrations fail to make use of all the national and European funds available and encounter difficulties in planning energy and environmental sustainability policies, ranging from energy saving to waste management planning to seismic safety measures. With this project ENEA provides support to Regions and Municipalities in strenghtening their technical and regulatory skills, making available its technical staff and over 50 among products and operative services”, Susanna Del Bufalo, project coordinator and Head of the ENEA Regions and Local Bodies Unit, explained.

The offer includes a wide range of services (technical support, implementation of interventions, pilot actions and training) and products (software, technical reports and guidelines) in key sectors such as: regional energy planning; seismic safety; environmental certification of public buildings; smart city and smart illumination; renewable energy generation plants; energy efficiency and renewable sources for SMEs; circular economy and industrial symbiosis; electric smart grids.

In order to assess the interest for ES-PA products and services, ENEA has also set up a questionnaire for Regions and local administrations with the aim of better adjusting supply to different needs.

“The EU 2030 climate-energy package and the National Energy Strategy- Susanna Del Bufalo, project coordinator, pointed out- define mid-term goals also for single Regions. That’s why territorial energy and environmental planning is crucial to match regional and local interventions with national objectives”. ENEA supports regional governments on: regional energy balance; energy efficiency upgrading of public buildings, with a handbook for energy diagnosis and support on the field to technicians; a unified energy land register of buildings, set up by ENEA, complementing those of Energy Performance Certifications (APE) and of Heating Systems of buildings, and allowing to define the areas most in need of energy upgrading interventions.
